Certificate of Professional Competence Qualification
The Certificate of Professional Competence, or CPC Qualification, component of current operator’s licencing regulations. Was created as part of the requirements of the Regulation (EC) No 1071/2009, of the European Parliament and of the Council of 21 October 2009 establishing common rules concerning the conditions to be complied with, to those wishing to pursue the occupation of Road Transport Operator, within the EU member states.
The Certificate of Professional Competence qualification specifically aims to:
- The qualification specifications have been originated directly from Regulation (EC) No 1071/2009. These made the assessment, of professional competence, & achievement of a Certificate of Professional Competence in either Road Haulage or Passenger Transport. To be on the same basis in all EU member states.
- The holder of the qualification can then demonstrate, he/she is qualified to perform the effective and continuous management of undertakings engaging solely in transport operations within any EU member state.
- Assess the professional competence of applicants for Vehicle Operator Licencing and their nominated Transport Managers.
The Certificate of Professional Competence / CPC qualification is currently a lifetime award, which means that, once obtained, the qualification will not expire, and holders will be considered professionally competent for the rest of their lives. However, professional competence can be affected at any time, by such circumstances, as if the holder is found guilty of civil, & criminal offences.
Also, there has been a further development in regards to the regulatory bodies, (Office of the Traffic Commissioner), on who the professional competence is viewed, mainly in the area of how the Certificate of Professional Competence / CPC Holder, keeping up to date with regulatory changes. This is referred to as Continuing Professional Development (CPD),
Continuing Professional Development (CPD), basically means the CPC Holder must make sure they undergo regular refresher training, or show evidence that they are keeping up to date with regulation changes. They may be asked to produce evidence of this, if they have to attend at preliminary hearing, or public inquiry. Due to failures in compliance of an operator’s licence they are nominated on.
